Note : You guys seem to like Peter Hyams films, so here's maybe the most successful of them, one of his many collaborations with Jean-Claude Van Damme, and it's kind of a mess, but pretty entertaining. It's fairly low-budget, which shows in the ambitious but incoherent visual design and effects, with some really sci-fi high-tech elements weirdly mixed in with stuff that just looks like, well, 1994, and I'm not only talking about JCVD's mullet, although I'm also not not talking about his mullet. The plot, rules of time travel, and a bunch of other things are also pretty incoherent. The fairly capable cast features Mia Sara, with not much to do but look pretty, Ron Silver, playing a sleazy villain which probably came easily to him, Bruce McGill, Gloria Reuben, Scott Bellis, Jason Schombing, and Scott Lawrence.
In the far future of 1994, time travel is invented, and the US Department of Justice creates the Time Enforcement Commission to protect the past. For reasons of plot, travel to the future is not possible, but the past is fair game, so the US needs to police it. Senator McComb volunteers to oversee the TEC, and commissioner Matuzak is its day to day leader. Police officer Max Walker is offered a position with the TEC, but before he can accept, his home is attacked and his wife killed. Ten years later, Walker is a veteran TEC agent who travels to 1929 to arrest his ex-partner Atwood, who's profiting from the stock market crash. Atwood admits to working with McComb, who's using time travel profits to fund his failing presidential campaign, but when he refuses to testify, the TEC executes him. Walker subtly implies that he knows about McComb's schemes, and is promptly ambushed at home, surviving only because of his buns of steel. What follows is a series time excursions, with both sides altering the past to improve their position in the present, and also doing the splits.
This is a pretty good 4k remaster, but the color grade isn't fantastic (a pretty obvious case of the SDR grade being derived from an HDR one without proper management of highlights, tinting, and black levels), so it's murkier and uglier and places than it had to be. Still quite watchable, and the 5.1 track sounds fine. Shame there are no commentary tracks.
